you first a glitter brush

-> Filter -> Alpha to Logo -> Chrome

delete the backround level

again raise a circle
as large as the margin is

with a silver pattern fill create

new layer and paint
there preference using the brush like Glitter

possibly ne new layer, and a few glitter on it
and shadows under the plane

save as png and done .. you are!
